Martex Invest Ltd. invites partners to take part in the development of business in environment sphere and energy and participate in housing and communal services reform in Russia.

Currently Martex Invest starts realization of the Federal Target Program (FTP) "Complex program of the housing and communal reforming and modernization for the period of 2010-2020" in cooperation with the state research organization "Council for studying of productive forces" under the Ministry of economic development of Russia and the Russian Academy of Sciences.

Working out of regulatory base for realization of FTP and startup of several pilot projects for development of FTP basic mechanisms will become the first stage of the work. Mechanisms of the program, including typical bank products and procedures of municipal infrastructure development crediting, will be specified in the scope of the pilot projects.

For cooperation in the framework of the program of housing and communal services reforming we propose to create company "Infrastructure Modernization" - Russian analogue of the company Veolia Environment.

The priority of such company creation is caused by the necessity to solve the following problems:

Increased number of technogenic catastrophes.
Environmental problems.
Transport problems in big cities.
High infrastructural costs due to the lengthy power supply network.
Expensive non-competitive products due to the energy-intensive productions
Future lack of power supply of the enterprises, due to the energy complex development gap.
Excess of standard operation life of the equipment at 80% of housing and communal services enterprises.

Successful business activity prerequisites

The following markets do not have system management: waste recycling, a water treatment, local energy (construction of heat power stations for the industrial enterprises), and power from the renewable energy sources.
Modern kinds of the municipal transportation are not developed.
Energy-efficient technologies have not become widespread.

Infrastructural business is less subjected to the market fluctuations as it is based on the provisions of the primary needs of the person. people will pay for heat, water and electricity even in the crisis conditions.
Prices for infrastructural services are regulated by federal and local authorities, and it makes them more stable.
Due to the low market development and small number of major competitors, activity in the area of ecology in Russia is highly profitable.
State guarantees for the investment projects to the amount of $14 billion will be granted by the Subjects of Russian Federation within the scope of FTP "Complex program of the HCS reforming and modernization for the period of 2010-2020" realization.
Projects relating to modernization of water and waste water treatment plants, construction of waste-processing complexes and new transport systems have been presented to state bank "Vnesheconombank" (External Economic Bank). "Vnesheconombank" has expressed interest in financing of such projects within the scope of activity of its State and Private Partnership Center.

At present we are on the threshold of the large reform, the scope of which is comparable to the power industry reform in Russia (the budget of the municipal modernization is approximately $140 billions).
